As it is the policy to reinstate in the Government service confirmed members of the government establishment, except in cases of individual misconduct during enemy occupation, continuity of service will be maintained. After due investigation, and subject to examination of the circumstances of each case, arrears or deficiencies in salary payments may be paid in full. Payments of pensions, including any deficiency in past payments, should be restored, except in cases of individual misconduct. Re-engagement of officers retired on abolition of office terms should be in accordance with the pension regula ti ons.
